Supply Chain Resilience: Development of a Conceptual Framework, an Assessment Tool and an Implementation Process

Lieutenant Colonel Timothy J. Pettit is an assistant professor of logistics and supply chain management at the Air Force Institute of Technology (AFIT). Lieutenant Colonel Pettit’s ongoing research project is entitled “Supply Chain Resilience in a Global Enterprise,” a joint effort between AFIT and the Fisher College of Business and the Center for Resilience at The Ohio State University. He also instructs graduate courses in supply chain management and lean manufacturing.

Lieutenant Colonel Pettit entered the Air Force in 1991 as a graduate of the Iowa State University Reserve Officer Training Corps in Ames, Iowa, with a bachelor of science degree in aerospace engineering with a minor in political science. He received his regular commission in 1992 upon entering active duty. His career includes a breadth of logistics experience serving as an aircraft maintenance officer, logistics readiness officer and commander. As a career Aircraft Maintenance Officer, Lieutenant Colonel Pettit has led F-16, A-10, and F-15 maintenance organizations including several operational deployments. He also managed mobility operations at Maxwell Air Force Base (AFB) and deployed as the Expeditionary Logistics Commander at Tuzla Air Base, Bosnia-Herzegovina, in support of Operation JOINT GUARD, processing over ten million pounds of cargo and 19,000 passengers from five NATO allies. While in Bahrain, Lieutenant Colonel Pettit was the US Ambassador’s technical advisor to the Royal Bahraini Air Force and served as a vital military liaison during the beddown of US forces for Operation ENDURING FREEDOM.

Following a second overseas tour as the Squadron Maintenance Officer in Okinawa, Japan, he excelled at Air Education and Training Command managing the sustainment of six flying training units with 13 different aircraft types ranging from fighters to helicopters to cargo aircraft. Next, Lieutenant Colonel Pettit was handpicked as the Air Force Materiel Command Commander’s Representative to Air Education and Training Command where he was responsible for focusing AFMC’s procurement and sustainment support toward AETC’s 21 weapon systems operated at 18 locations throughout the continental United States. He directed resolution of AETC’s top acquisition, sustainment, and technology issues and was the key communication conduit between AETC and AFMC Commanders. Lieutenant Colonel Pettit’s previous assignment was as a doctoral student at The Ohio State University, where he authored a dissertation entitled “Supply Chain Resilience: Development of a Conceptual Framework, an Assessment Tool and an Implementation Process.”
